This session demonstrates the Housing Justice Impact Portal online submission process, and clarifies the financial reporting required by recipients of the Night Shelter Transformation Fund.
Each year, we ask projects in the Housing Justice Night Shelter Network to submit data for the period between 31st October to 31st March, which allows us to see trends across the country, target resources and make a case to policy makers for change on common issues across the Network.
Our Network is made up of a wide range of faith and community-based projects, working to alleviate rough sleeping and homelessness in their local communities. We collect this annual cumulative data from both accommodation-based projects and services supporting rough sleepers beyond night shelters, including drop-ins and day services.
In addition, if you have received Night Shelter Transformation Funds, this portal is also the mechanism for you to submit your monitoring as required in your Grant Funding Agreements.

FAQs
NSTF Monitoring:
Budget:
- Do we have to report on overspend? Please report on what you have spent against the budget you agreed. You are not required to report on any money spent additional to the grant, however you may choose to include this in your narrative.
- How should I report on any re-allocations of budget? If you have had a repurposing request agreed by HJ/HL/DLUHC you should report your spend against this. If you are in doubt about any repurposing requests, please report against your original budget.
- We only received 25% of the capital cost for our project. This is what we expected. We have already spent over the money we have received. Do you want us to include the money we put in or just report on the funding you gave us? Refer to ‘overspend’ question above.
- Will there be a template again for us to submit our budget? Yes.
- If we’ve had DLUHC approval and confirmation that our round 2 capital can be reprofiled to Yr3. i.e 24/25. Will we report next April 2025 on this stream? Please note details of the reprofiling request in the variation narrative box.
Outcomes:
- Part of our services are funded not via the NSTF -Should we report on the outcomes of this funding as well? No. Please only report on the outcomes attached to this funding.
- Our emergency accommodation is NSTF funded. Our day centre is not. Will we be able to show the impact of each on the portal? The first element of the Impact Portal is to detail the delivery and outcomes of your NSTF related activity, please use the final sections of the Impact Portal for non-NSTF related activity. There will be an opportunity to report on non-accommodation support.
- The funding is being used to build new emergency accommodation. It will not be ready till May. Therefore we have had no clients in the accommodation. Do we just put a list of Zeros? Yes, report on your outcomes at the time of writing, speak to a member of the HJ team if required. You can explain any context to delivery challenges in the narrative boxes.
- Is there a word document or similar anywhere just listing all the questions? – just so we can ensure we are capturing all of these before we start the report. Yes, you can download the questions in word document, using the links above.
- We have capital money, the work started in November and is opening this month. Our revenue funding started to help us setup the new project. As we will not have additional clients until April, how do we report this? Report on your outcomes up to the time of writing, use the narrative box to explain any relevant context (you will not be penalised for this). Speak to a member of the HJ team if required.
Timelines:
- We opened on 1st November but guests didn’t arrive until a few days late due to grant money arriving late…what would we put as start date? November 1st – costs and outcomes can also be backdated to this date.
- What dates should I report on? 31st October 2023 to 31st March 2024
- Do we receive a copy of our responses? Yes. You will receive an individualised data dashboard, containing your formatted responses. You will also receive a data bulletin showing Network wide data, covering regional stats and trends. Please note will not receive a immediate data return on submission.
Impact Portal (non-NSTF):
- Do you want us to report on the number of people using our drop in service (day centre) as well as the shelter – i.e. people we have helped but did not stay in our shelter. Can we differentiate the two services or do we report on night shelter only? The first element of the Impact Portal is to detail the delivery and outcomes of your NSTF related activity, please use the final sections of the Impact Portal for non-NSTF related activity. There will be an opportunity to report on non-accommodation support.
- If we spot any inaccuracies in the prepopulated responses, can we contact you and ask to change it? Also can we view the whole form before we start filling it in? Yes, you will find this via the link above. You’ll be able to edit your contact information, however, if you find inaccuracies in the grant agreement or original funding received, please contact HJ to amend.
- We run a night shelter that provides emergency move on accommodation but are not NSTF funded at all. Where do we put the data? Please use the final sections of the Impact Portal for non-NSTF related activity. There will be an opportunity to report on non-accommodation support.
- Day services can have significant impact in terms of homelessness prevention. How can we register this impact? Please use the narrative section to capture the impact of day services on prevention. Please also use the narrative section to submit any other useful data you collect.
- We provide accommodation in a B&B and an evening meal from church halls, would the evening meal count as ‘day services’? No, we would include this as part of the accommodation service.
- We have an afternoon registration of a couple of hours, in which we casework guests, would this count as a day service? Guest caseworking is considered a day service.
Definitions:
- Regarding ‘positive and stable outcomes… could there be separate category for those who refused reasonable offers? No, the reporting categories for this year have been set, but we will consider this in future years. You can detail those who refused reasonable offers in the narrative section of the Impact Portal.
- If someone is moved from a winter bed to a non winter bed i.e. moved over to a bed within our shared houses how is this classed? Definitions of the categories are in the Impact Portal. A move from emergency accommodation (a night shelter) into longer-term accommodation (e.g. a shared house, with an AST or licence agreement) would be considered positive and stable.
- Numbers of guests with recent history of rough sleeping – does this have to be chain verified? No – We define a recent history as sleeping rough in the previous four weeks.
- Total number – does this mean all the individuals or the total number of bed/nights? Individuals, we aren’t asking for any bed-night calculations.
- If we are closing the shelter on 31 March do we note the number of guests whom haven’t been moved on? Under ‘Outcomes for move-on’ we ask that you count guests who haven’t moved on as ‘not positive’.
- Do the active staff and volunteer questions only apply to this project or across the entire organisation? If you have members of staff or volunteers dedicated specifically to each project please only count those, however, if you have staff and volunteers who work across all projects please count all.
- If we have staff members staff members who work part-time, how do I report them? Please include part time staff as 0.5 FTE in your reporting. Please only include paid staff.
- Number of bed spaces – if we run a communal shelter would this be maximum capacity number? Yes.
- Are referrals from other services intended to be where we’ve actually accommodated someone or just the volume of people who have wanted to refer? Please only count accepted referrals. If you have any data on general number of referrals, please include this in the narrative section.
