Night Shelter Transformation Fund 22/23

The Government’s Night Shelter Transformation Fund seeks to advance the development of Shelters and increase the variety and quality of services they provide.

The Government is committing to a £10 million Night Shelter Transformation Fund across a two-and-a-half-year period, up to March 2025.

This fund will make annual and multi-year grant funding available to night shelter providers to provide a diverse range of quality, dignified provision for individuals experiencing rough sleeping, offering more sustainable routes off the streets.

This will include both:

  1. Enhancing or developing single room accommodation for people experiencing rough sleeping.
  2. Developing non-residential support for rough sleepers where applicants can demonstrate a specific need and targeted solution that enhances local areas’ support and reduces the number of people experiencing rough sleeping.

Funding will be made available through three funding streams; the revenue stream, the capital stream, and a new capital incubator programme. Department of Levelling Up, Housing and Communities (DLUHC) encourages bidders to consider the ways in which this funding will be transformative organisationally, locally and individually.

DLUHC has partnered with sector membership bodies, Homeless Link and Housing Justice, to support applicants throughout the funding period.

Once funding has been allocated Housing Justice will convene communities of practice to support grantees. The communities of practice will offer peer to peer support, and advice and guidance for grantees.

Equipping Shelters Move On Fund 2021/22

The Equipping Shelters Move On Fund 2021/22 aims to improve sustainable accommodation outcomes in London shelter projects for groups that traditionally face particular challenges in accessing sustainable move on options.

Sustainable accommodation outcomes are considered as non-emergency accommodation, with an intended stay of at least 6 months or as part of a pathway to longer term support (e.g. bridging accommodation for supported housing). This accommodation should be suitable to the assessed needs of the person concerned.

This fund is to support faith and community organisations that are providing emergency accommodation during the winter of 2021/22. Typically, these organisations will be part of the Housing Justice Winter Night Shelter Network, and will hold the Housing Justice Quality Mark accreditation, although this is not a requirement.

Applications should be for grants between £10,000 and £30,000. In exceptional cases an application outside of this range may be considered.

Applications Decisions: Notified by 17th December 2021
Payment: Successful awards paid by 24th December 2021

ROUND 2 (if funding remains after round 1)

Applications Open: Saturday 11th December 2021
Applications Close: Midnight Friday 7th January 2022
Applications Decisions: Notified by Monday 17th January 2022
Payment: Successful awards paid by 21st January 2022

Funding must be spent by 31st March 2022.

Homelessness Winter Transformation Fund 2021/22

CLOSED

Homeless Link and Housing Justice jointly administer the Homelessness Winter Transformation Fund for 2021/22. This fund is the successor to the fund of the same name that ran in 2020/21.

Once again the fund aims to support winter night shelters to provide COVID-19 secure accommodation for the winter.

Crucially, this year’s fund includes £1m of capital through which projects can apply to fund capital works such as significant renovation to make buildings used to support people experiencing rough sleeping as safe as possible.
